MeMSO (Maine Medical Services Organization) provides services to physician practices and hospital organizations in support of Electronic Health Record implementation and optimization. The principals of MeMSO, Dan Mingle MD, Larry Gusto and Kash Basavappa provide a strong partnership that balances expertise and in-depth experience in technology and medical practice management from a physician's perspective.

Dr. Daniel Mingle

Dr. Mingle brings to MeMSO first-hand experience as a family practice physician. He owned and operated Western Maine Family practice for 14 years in Norway, Maine and has spent 29 years as a board-certified family practice physician. Throughout his career Dr. Mingle has built relationships nationally with people who are addressing healthcare quality and information technology.

Dr. Mingle spent five years on the faculty and as Assistant Medical Director of the Maine-Dartmouth Family Practice Residency Program and has a faculty appointment in the Department of Community and Family Medicine of the Dartmouth Medical School. He received an MS degree from Dartmouth’s Center for Evaluative Clinical Sciences in 2003, a program emphasizing healthcare improvement, change management, and quality measurement. While serving as MaineGeneral’s Director of Ambulatory Clinical Informatics, Dr. Mingle was instrumental in obtaining grants to improve local primary care capacity, increase the extent of PHO network integration, and to integrate Primary Care and Behavioral Health services.

Dr. Mingle was project director and principal investigator for an AHRQ HIT Implementation Grant focused on disseminating a single EMR platform across disparate corporate lines in a healthcare community. He led the State of Maine to becoming named as one of 12 national CMS EMR Demonstration Communities. He presided, for 3 years, over a national EMR users group tasked with sharing knowledge and experience about disseminating a single EMR platform across corporate lines in healthcare communities. Dr. Mingle organized physicians, pharmacists, legislators, regulators, and EMR project directors as an interest group to inform and encourage the federal adoption of regulations to allow the eprescribing of controlled substances. Dr. Mingle has been a speaker at HIMMS, TEPR, the AHRQ annual meeting, Society of Teachers of Family Medicine, and national EMR user group meetings. He was recognized as one of nine “Innovators of the Year” in January 2008 by Healthcare Informatics Magazine.

Larry Gusto

Mr. Gusto brings 20 years of entrepreneurial experience to MeMSO, creating and managing several software companies specialized in converting highly sensitive personal records from paper to electronic based systems. In the early 1990’s he created some of the first electronic medical records software programs, including one for Employee Assistance Programs (EAP) throughout the country. These EAP systems doggedly protected the privacy of patient records containing a variety of behavioral health and substance abuse information.

Mr. Gusto was also a leader in the global effort to migrate personal financial transactions from paper to electronic systems, designing and managing the execution of complex data sharing strategies for clients such as E*Trade, Charles Schwab, Goldman Sachs, Visa International, the New York Stock Exchange, NASDAQ, and many others. 

Over the past seven years Mr. Gusto has focused his efforts on making electronic medical records safer and more efficient for patients and providers. Mr. Gusto has also been a frequent participant in health economics and policy issues including matriculation in the Harvard Business School’s “Excellence in Healthcare Delivery” program and as a member of the International Health Economics Association and the International Economics Honor Society.

Kash Basavappa

Mr. Basavappa has over 20 years experience in the healthcare operations and technology fields. Kash has been recognized nationally for his innovation and creativity to develop and implement technologies that improve the healthcare delivery process. As a CIO in both major acute care and large ambulatory settings, he has led major enterprise wide information technology initiatives.

Prior to joining Maine MSO, he was the Vice President & CIO at Harvard Vanguard Medical Associates, an 800+ multispecialty provider organization affiliated with Harvard Medical School. He led the organization in the development of a comprehensive Electronic Medical Records and Business Intelligence strategies.

Mr. Basavappa’s training in strategic planning; product development, project management, and business management have been well utilized.  He has led major projects from the first state wide automated public health system in North Carolina to startup of new hospitals internationally. Most recently he has been active in startups of Health Information Exchanges in the states of Maine and Massachusetts.

Mr. Basavappa holds BSc & MSc degrees in Management Engineering/Computer Science from North Carolina State University.
